Chief Executive Officer Dear members, stakeholders

It is my pleasant duty to bring to you yet another update on your Fund; the Social Security Fund of Rwanda, first of all I would like to congratulate all of you for making 2007 such as successful year for CSR.

Our winning team has continued to do us proud, I am glad to report that we achieved most of what we planned to deliver and in some areas scored high. Few cases of underperformance emanated from the commitment of the organization to clear heavy backlog carried forward from 2006 and earlier years.

As you find later in this edition, the fund saw increased contributor collection, (56.4%) membership registration, benefits payout (12%) and investment of surplus funds (14.8%). We paid pensions worth more than 3.5billion FRW while we registered 37868 new employees and more than 1,376 employers.

We increased our enforcement activity and last year we recovered 3.1bn of workers money. Thanks to all those employees who have responded to our audits, and applaud those who promptly and accurately remitted member funds. I take this opportunity to encourage all those other employers who are yet to comply with the requirements of the law to approach our nearest branch offices and trust our staff will facilitate them.

Building on the successes last year, the 2008 activity program largely focuses on the perfection of service delivery. Our customer satisfaction survey last year, found that more than 85 percent of respondents considered CSR service delivery good. While we feel flattered by that vote of confidence, our ambition is to progressively close the remaining gap until we have 100 percent satisfaction.

In a related development, we have also concluded research on employer compliance levels that gives us new insights into the informal sector whose findings should help us develop a strategy for reaching out to that vital segment of our working people.

In the area of IT, all systems have been evaluated with the aim to improve our operational efficiency. We have managed to connect all our upcountry branches to the main grid. We have allocated enough resource in IT development to ensure that CSR can match the challenges of a growing Fund.

As an institution, we have also agreed on our common values that we must all cherish to realize our business objectives and on the basis of which we shall be evaluated.

These include

  • Being responsive to challenges and opportunities

    That is the basic yardstick against which we shall be judged. Once again I thank you all for your contribution and am sure the continuing spirit of team play will take us even higher in 2008.
